Juan Andres Caro most recently served as Deputy Assistant Secretary of Commerce for International and Space Affairs at NOAA, directing all international engagements across space commerce, satellite policy, scientific cooperation, and ocean and fisheries diplomacy.
He led U.S. engagement across more than 50 bilateral and multilateral relationships spanning five continents. He negotiated a key Memorandum of Cooperation on Deep Sea Mining, served as U.S. Head of Delegation at the inauguration of the African Space Agency in Cairo, and represented Commerce at the International Astronautical Congress.
Before NOAA, Mr. Caro served at the White House on the recovery of Puerto Rico following Hurricane Maria. He holds a B.S. from Colorado State University and a Graduate Certificate in International Security from the Harvard Extension School.
RADM Peter J. Brown (USCG, Ret.) completed a 40-year military career as Homeland Security & Counterterrorism Advisor to President Trump at the White House National Security Council, leading five NSC directorates, and as Senior Representative for Puerto Rico's Disaster Recovery.
He commanded the Coast Guard's 7th District — the service's busiest — with responsibility for operations and over 10,000 personnel across the southeast United States, Puerto Rico, and the U.S. Virgin Islands, alongside operating relationships with more than 30 neighboring countries and territories.
He is a member of the Heritage Foundation's Defense Advisory Panel. He holds degrees in Chemistry, a Juris Doctor, and is fluent in English and Spanish.
Marta Lucía Ramírez
Former Vice President and Foreign Minister of Colombia (2018–2022). She also served as Minister of National Defence, Minister of Foreign Trade, and Ambassador to France. She brings a network spanning heads of state, ministers, and commercial leaders across Latin America and Europe.
Former Director for International Economic Policy at the White House National Security Council and National Economic Council. Former Senior Advisor to two U.S. Secretaries of Energy. He has led strategy on European energy security and transatlantic energy partnerships across Central and Eastern Europe.
