Juan Andres Caro most recently served as Deputy Assistant Secretary of Commerce for International and Space Affairs at the National Oceanic and Atmospheric Administration, the agency's chief international representative, directing U.S. engagement across space commerce, satellite policy, fisheries governance, deep-sea mining, and polar affairs.

He represented the United States in multilateral negotiations on Arctic governance alongside major powers including China, Russia, and Japan, and cultivated more than 50 bilateral relationships with space and science agencies across five continents. He negotiated a Memorandum of Cooperation on deep sea mining, served as U.S. Head of Delegation at the inauguration of the African Space Agency in Cairo, led the Department of Commerce delegation to the U.S.–E.U. Space Dialogue, and represented Commerce at the International Astronautical Congress. His mandate throughout was to expand U.S. market access and foreign direct investment in emerging space and ocean domains.

Earlier in his federal career, Mr. Caro served at the White House across the Office of Science and Technology Policy, the Domestic Policy Council, and the Office of the Special Representative for Puerto Rico, where he helped coordinate the recovery of the island's energy grid. He also served as a senior advisor at the Department of Energy. He holds a B.S. in ecosystem science and sustainability from Colorado State University and a Graduate Certificate in International Security from the Harvard Extension School.

Outside his commercial work, Mr. Caro serves as a Senior Fellow for American Justice at the America First Policy Institute and as a POST-certified reserve deputy sheriff with the Larimer County Sheriff's Office in Colorado, where he continues to serve on patrol.

He has led strategy on European energy security and transatlantic energy partnerships across Central and Eastern Europe.

Rear Admiral Peter J. Brown, USCG (Ret.) served as Homeland Security & Counterterrorism Advisor to President Trump at the White House National Security Council, where he led five NSC directorates, and as Special Representative for Puerto Rico's Disaster Recovery.

Across a 40-year Coast Guard career he commanded the service's Seventh District, overseeing operations and law enforcement policy across the southeastern United States, Puerto Rico, and the Caribbean, with a focus on combating transnational organized crime and the interagency and international coordination it requires. He holds a B.S. in Chemistry from the U.S. Coast Guard Academy, an M.S. from the University of Miami, and a Juris Doctor from the University of Connecticut. He is fluent in English and Spanish.

Former Vice President and Foreign Minister of Colombia (2018–2022). She also served as Minister of National Defence, Minister of Foreign Trade, and Ambassador to France. She brings a network spanning heads of state, ministers, and commercial leaders across Latin America and Europe.
